Mr Foster was knighted 1825 for his diplomatic services (which were not particularly distinguished, since his manners were not conciliating). Even more frightening, this killing is but one of a number of killings of unarmed civilians by the King's Regiment which...feature in a number of Paper Trail investigations."

Foster died, unmarried, at Belfast on 21 December 1900 where, lodged in small attic room, he had been working since 1860s with a number of charities. These included the Royal Hospital, Belfast Day Nurseries, and the Belfast School of Art. Although he had exhausted his remaining fortune on these causes, when he died few newspapers honoured him with an obituary. [16] His funeral cortege, which passed up Protestant Sandy Row and the largely Catholic Falls Road to the Belfast City Cemetery, was accompanied by barely a dozen mourners. [9] [17]

Written in Stone tells the stories of the men and women who lie at rest in Belfast's first municipal burial ground, which officially opened on 1 August 1869. It contains information about the architectural diversity of the various plots and tombs, personal details of those buried in the graveyard and suggestions for walking routes through the cemetery. Vere Foster used his vast personal wealth to pay the fares of 25 000 emigrants and sought to secure for them work and accommodation in the New World. His efforts convinced him of the urgent need to raise educational standards in Victorian Ireland. He paid for the building and equipping of schools, both catholic and protestant, designing his own Vere Foster Copy Books to improve literacy among the poor. Printed in Belfast, his Copy Books remained in use until the 1950s. Towards the end of the twentieth century, with Milltown reaching capacity, an area in the extended City Cemetery was provided by the Council [previously Corporation] for Catholic burials. As pressure on the City cemetery grew, the old reserve paths in the lower graveyard were now being used for burials of all denominations. The Underground Wall Representatives of the families involved in the design unveiled the memorial with stonemason Charlotte Howarth and the Lord Mayor of Belfast Councillor John Finucane.

Vere also advocated for the establishment of a teachers association and the production of a dedicated periodical so teachers could read about new ideas and developments in education. Foster understood that women and girls were least able to improve their situation at home. With his brother's help, he set up a scheme whereby forty young women were able to secure passage to the United States, with food, clothing cooking utensils and money for essentials until they found employment. [9] He then decided "to comprehend in the most practical manner every conceivable aspect of an endeavour or transaction in which he became involved." [10] Dressed as a poor emigrant, with a former Glasnevin teacher, James Ward, in 1850 he travelled steerage to New York on one of the notorious “ coffin ships”, contracting fever and, on arrival, remaining in hospital for some months. [11] His reports of the appalling conditions they had witnessed, and those of his cousin Stephen de Vere who had taken a similar passage to Canada in 1847, [12] helped prompt public debate and led to new legislation in Britain, Canada and the United States to regulate and improve the provision for emigrants aboard ship. [13] [14] [15] While the middle boy Cavendish Henry became a minister in the Church of England. Vere studied at Eton [1830-1834] and then went to Oxford to study law. However, he left after 2 years and entered the world of diplomacy. Arrival in Ireland – The Famine
