Shrike continued to wander the earth during the age of the Traction Cities, as there were many who sought the services of such a proficient killer. At one time he worked as an executioner in Paris, where he was greatly feared by criminals, who still thought him as a sort of dark god long after his departure. Later he served as an assassin in the service of the government of Kutsoi, but this ended when he turned on and killed the mayor who had sent him after the young children of a political opponent. Shrike then fled into the out-country and made a living as a bounty hunter, further developing his fearsome reputation.

All of this is, of course, challenged when Natsworthy encounters a young girl Hester Shaw. Shaw, who has been horribly disfigured, is brought aboard London after it has chased down and captured the smaller city of Salthook. Their fates become intertwined when Natsworthy stops Hester’s assassination attempt on famed adventurer and head of the Guild of Historians Thaddeus Valentine.The Mortal Engines, due to its post-apocalyptic steampunk aesthetic, will probably get lumped into Science Fiction. But make no mistake this is pure fantasy. Tom Natsworthy goes on Campbell’s Hero’s journey in an almost paint by numbers fashion. Reeve’s almost does some interesting things by retaining the Hero’s refusal of the call for so long, but again he fails to make Natsworthy’s blind devotion to Municipal Darwinism meaningful. The story essentially comes down to good versus evil, but the characters are so unexplored that even that falls flat. The girl has a large scar on her face and reveals that her name is Hester Shaw. Before jumping down a trash chute, Hester warns that Valentine isn’t who he seems to be. When Tom brings up Hester Shaw to Valentine, he pushes Tom down the same trash chute, attempting to kill him. Hester Shaw, a 15-year-old short-tempered assassin whose parents were murdered by Valentine and seeks vengeance.

Tom greatly admires the head of Historians, Valentine, and has a strong sense of curiosity. A few of the people in Mortal Engines are named after places in Devon, where Reeve lives, including Chudleigh, Tamerton Foliot and the River Plym. In the quartet, Miss Plym and Chudleigh Pomeroy are both in the Guild of Historians, and Tamarton Foliot is an "Alternative" historian. The Engineers are responsible for maintaining the machines necessary for the survival of London, many of which are found by the Guild of Historians. The Historians are in charge of collecting and preserving highly prized, often dangerous artifacts. The Navigators are responsible for steering and plotting the course of London. The Merchants are in charge of running London's economy. London is officially ruled by an elected Mayor. The Lord Mayor is Magnus Crome, who is also the head of the Guild of Engineers. Like most Traction Cities, London is built on a series of tiers. This encourages the system of social classes, with the wealthier nobles at the top of the city and the lower classes further down, closer to the noise and pollution of the city's massive engines. Atop the whole of London sits St Paul's Cathedral: the only building known to have survived the Sixty Minute War.

Tom and Hester escape by stealing a hot-air balloon and drift over the Hunting Ground. Hester reveals that she knows Shrike, who took care of her after her parents were killed by Valentine as they would not give up an Old Tech machine. Valentine then scarred her and believed that she was dead. Escaping, she was taken care of by Shrike for most of her childhood, who despite believed to have no feelings, developed a father-like bond with her. Wanting to avenge her parents, Hester left Shrike despite his pleas for her to stay and travelled to London. Shrike followed her, reaching London first, but was captured by Crome and used to create more Stalkers for London.
